The cat may not like it and the owners should consider that next time they think about putting clothing on the cat, but is it not cruel. The cat is not being harmed in any way. This cat is clearly well loved and taken care of.

It’s aggravating and irritating to the animal and they clearly do not like it. Just like when a kid intentionally bothers another kid repeatedly we tend to use the term bullying for that.
